IT Project Management Through a Data Lens

The Enterprise Information Management (EIM) program at the State of Michigan was established to realize the vision of data as a strategic asset. We have come to take data for granted, especially in today’s world. It has become an essential element in our everyday lives without us fully realizing it. Nevertheless, we need to move data considerations up front and center in project initiation and planning, rather than adding it on as an afterthought.

EIM program goals include statewide implementation of data governance best practices, establishing a single internet sign-on for citizens and businesses to access all state account information, maximizing and improving the quality of data available to the public through the Open Michigan website, using data to improve the quality of service delivery, while taking all necessary and appropriate steps to ensure personal privacy and safeguard personal information. Come learn about the methodology, the solution and how state projects are leveraging the data foundation layer.

Virginia Hambric, MBA, PMP, CSM
Senior Project Manager, Enterprise Portfolio Management Office, Michigan Department of Technology, Management & Budget

Virginia has managed a variety of IT projects in both the private and public sectors for the past 35 years. During the past ten years, she has managed State of Michigan enterprise projects that require even more than the usual amount of communication, collaboration, and executive sponsorship to succeed. Virginia played a key role in the development of the State Unified Information Technology Environment (SUITE), which is based on a CMMI foundation. Her current challenge is managing the Enterprise Information Management (EIM) program to realize the vision of data as a strategic asset that can be leveraged to provide the highest quality government service to Michiganders.

She has previously led the initial implementation of Michigan's State Unified Information Technology Environment (SUITE), including both project management and systems engineering. Her focus is on consistent, repeatable process improvement to deliver on-time, on-budget, high quality systems that meet customer expectations. She is currently involved with an initiative to improve SUITE processes, including increased adoption of Agile practices.
